What does it mean to be fluent?
Being fluent isn't halting, stumbling, or reversing oneself. It is used in the Standards to mark the endpoints of progressions through the grades. Fluencies can be mental or pencil an paper, but either way, there should be no hesitation in getting the answer with accuracy.
